Dave Bergman Joins AMHCA as Government Affairs Consultant: Brings 20 Years of Public Policy Experience in the Behavioral Health Field

Alexandria, VA - it is with great pleasure to announce that the American Mental Health Counselors Association (AMHCA) has engaged Dave Bergman as a Government Affairs Consultant.

Dave spent 10 years at the National Board for Certified Counselors (NBCC) serving as the Chief Government and Strategic Affairs Officer, and previously the Vice President of Legal and External Affairs/Chief Legal Officer.  He developed and implemented NBCC’s federal and state advocacy program, provided strategic direction to the organization, and served as liaison to public and private stakeholders.  He is an expert in behavioral health policy with an in-depth knowledge of counseling licensure, scope of practice, and reimbursement.  Preceding NBCC, Dave served as the Director of Legal and Government Affairs at the American Association for Marriage and Family Therapy, supervising key departments, including governmental and public affairs, chapter relations, legal, accreditation, and ethics. He has outstanding communication and strategic advocacy skills and is committed to organizational success.

With over 20 years of progressive experience providing strategic and public policy guidance in government relations, lobbying, legal and public affairs – and a comprehensive understanding of legislative and regulatory affairs in the clinical mental health counseling field, Dave will be able to develop relationships and advance policies on behalf of the AMHCA Board, members, state chapters and our strategic partners.

“I have known Dave over the last six years and know that he will bring strong interpersonal and communication skills to the position and integrity, professionalism, and a passion for advocacy leadership.  I believe we are very fortunate to have Dave as part of the AMHCA team,” said Joel E. Miller, AMHCA’s Executive Director and CEO. “I know that Dave will help us develop and implement successful federal and state legislative and regulatory programs for the organization,” Mr. Miller added. 

Miller highlighted that a key area of support that Dave will provide initially will be at the state level by providing AMHCA State Chapter leaders with tactical and strategic guidance regarding state policy issues, consulting with AMHCA state chapters on legislative and regulatory strategy, providing assistance in drafting state legislation and regulations, and advising state leaders on grassroots advocacy.

“Our state chapter leaders around the country will find that Dave’s wealth of experience and skills will have an immediate – and successful – impact on public policy issues affecting the clinical mental health counseling profession at the local level.” Miller concluded.
